Industry Odisha Bureau, Sep 23: CGTMSE-backed guarantee cover for TReDS receivables has gone live. The move aims to strengthen MSME financing by reducing lending risk for financiers.
MSME financing has gained a new layer of protection. CGTMSE guarantee cover for eligible TReDS receivables is now operational. The mechanism targets reduced lending risk for participating financiers. It could widen working-capital access for micro and small enterprises.
CGTMSE Adds Protection to TReDS Financing
The new mechanism connects two distinct financial functions. TReDS facilitates financing against invoices for MSMEs. CGTMSE now offers guarantee protection on eligible receivables separately. This distinction matters for understanding how the system works. Financiers can seek this guarantee cover for qualifying invoices. Reduced risk exposure could encourage broader financier participation eventually.
Working Capital Access for MSMEs
TReDS allows MSMEs to raise funds against approved invoices. Buyers must first approve these invoices before financing occurs. Instead of waiting for buyer payment, MSMEs can access financing. A bank or financier funds the invoice through the platform. This helps businesses meet working-capital needs earlier than usual. MSME financing becomes faster and more predictable through this structure.
Budget Measure Moves Into Operation
This guarantee mechanism was announced in Union Budget 2026-27. It formed part of broader efforts to improve MSME credit access. Rajneesh, Additional Secretary at the Ministry of MSME, commented on this. He called it an important step toward formal MSME financing. His remarks linked the measure directly to Budget-announced support efforts.
M1xchange Executes First Guaranteed Transaction
M1xchange became the first TReDS platform to operationalise this mechanism. The platform said it completed the first guaranteed transaction recently. This milestone marks early implementation of the new guarantee framework. CGTMSE CEO Manish Sinha noted the mechanism’s potential impact. He said it could support wider participation in MSME receivables financing.
Digital Process Handles Guarantee Applications
The guarantee application process runs entirely through digital channels. Financiers can check invoice eligibility directly on the platform. They can then apply for guarantee cover within the same system. The platform automatically calculates the applicable guarantee fee. It also generates the corresponding cover note for financiers.
RBI Framework Supports Guarantee Cover
The Reserve Bank of India’s 2026 TReDS framework enables this structure. It permits financiers to access cover from eligible guarantee trusts. These trusts must be established by the government to qualify. CGTMSE fits within this eligible category of institutions. The framework provides the regulatory foundation for this guarantee mechanism.
Guarantee Could Broaden Financier Participation
This development represents a meaningful shift in MSME financing infrastructure. Reduced financier risk could translate into wider invoice-financing participation. MSMEs stand to benefit from improved access to formal credit. The mechanism remains new, with implementation still in early stages. Its broader impact on MSME financing will become clearer over time.
