Industry Odisha Bureau, Oct 22: Odisha is making a strong pitch to become a top chemicals and petrochemicals investment destination. The eastern state is courting both Indian and international manufacturers with a bold investment pitch.
The push is being led by Hemant Sharma, Additional Chief Secretary. He oversees the Industries, Home, and Information and Public Relations departments.
Sharma said investor interest in Odisha has climbed sharply. He credited competitive policies and strong port-linked infrastructure for the momentum. Global investor summits and progressive industrial policies have already drawn large commitments, he added. These policies identify chemical manufacturing as a priority sector.
The state is building dedicated industrial clusters along its coastline. Paradip, Gopalpur and Dhamra have been chosen to host large-scale and downstream units. Each location promises assured feedstock, competitive power rates and capital subsidies. Investors will also gain access to shared common infrastructure.
Paradip is emerging as the anchor of this strategy. It sits close to an operational refinery and upcoming petrochemical complexes. The port town also offers deep-sea discharge facilities and an established pipeline network. Together, these assets cut upfront capital costs and ease long-term operations for new entrants.
Fiscal incentives form another pillar of Odisha’s pitch. Units in thrust sectors are eligible for generous capital investment subsidies. They also enjoy sizeable electricity duty exemptions and subsidised power tariffs. These benefits help lower operating costs compared with competing states.
Sharma said the government also builds external infrastructure right up to the factory gate. This includes reliable water supply, multi-modal logistics parks and affordable industrial land. The aim is a seamless, investor-friendly ecosystem for chemical manufacturers. Odisha aims to be a leading chemical manufacturing hub by decade’s end.
