Industry Odisha Bureau, Oct 06: Freelancers, content creators, YouTubers, influencers, consultants and agencies in India earning from overseas clients may now have to comply with a new foreign-exchange reporting requirement.
The Reserve Bank of India’s Foreign Exchange Management (Export and Import of Goods and Services) Regulations, 2026 come into effect on October 1. It introduced requirements for exporters of services to declare the full value of services exported through an Export Declaration Form (EDF).
For services other than software, the Authorised Dealer (AD) bank in the domestic tariff area is the specified authority for the declaration. The requirement can apply when an Indian service provider exports services to an overseas recipient and receives payment for those services.
The rule can cover earnings received through arrangements involving platforms such as YouTube AdSense, Upwork, Fiverr or Meta, where transactions qualify as an export of services under FEMA.
An exporter can submit a single EDF covering services provided to one or more overseas recipients during a month. The declaration must generally be filed within 30 days from the end of the month in which the invoice was raised. For an October 2026 invoice, the deadline would therefore be November 30.
For services other than software, the EDF can also be submitted on or before receipt of payment. The requirement is not restricted to US dollar earnings and can apply regardless of the foreign currency involved.
The AD bank receiving the declaration must enter the EDF details into the Export Data Processing and Monitoring System (EDPMS) within five working days.
