Industry Odisha Bureau, Sep 26: The Odisha government has constituted a Chief Minister’s Economic Advisory Council (CM-EAC) to provide expert guidance on the state’s ambition of becoming a USD 500 billion economy by 2036 and a USD 1.5 trillion economy by 2047.
The Finance Department notified the council’s formation on September 25. The body will offer strategic, data driven and evidence based economic advice to Chief Minister Mohan Charan Majhi, supporting the government’s long term vision of Samruddha Odishaby 2036 and Viksit Odisha by 2047.
The council draws on a wide range of expertise. Its expert members include former Odisha Chief Secretary Dr Jugal Kishore Mohapatra, former Paradip Port Authority chairman Santosh Kumar Mohapatra, and former Union Agriculture Secretary Dr Shobhana Kumar Pattanayak. They are joined by Arbind Modi, formerly a senior economist in the International Monetary Fund’s Fiscal Affairs Department; Dr Deepak Mishra, Distinguished Visiting Professor at the Indian Council for Research on International Economic Relations (ICRIER); Srijit Mishra, Professor of Economics at the University of Hyderabad; and Pratyush Kumar, co founder and CEO of Sarvam AI.
Chief Secretary Anu Garg and Development Commissioner cum Additional Chief Secretary Deo Ranjan Kumar Singh will serve as ex-officio members. Finance Principal Secretary Sanjeeb Kumar Mishra will be the Member Secretary, while the Director of Budget will act as Convenor.
The expert members will hold office for two years in an honorary capacity. The Finance Department will serve as the council’s secretariat, and the council will meet at least once every six months.
According to its terms of reference, the council will monitor global, national and macroeconomic developments and assess how they affect Odisha’s economy. It will advise the government on policy reforms in emerging sectors, including artificial intelligence, green energy transition, climate resilience, the digital economy, the blue economy and technology enabled governance.
The council will also recommend measures to accelerate sustainable growth, generate employment, expand industry, strengthen human capital, scale up micro, small and medium enterprises (MSMEs), and improve the state’s competitiveness, so that Odisha can meet its long term economic targets.
