Industry Odisha Bureau, Sep 27: A cabinet panel has approved VOC Port’s ₹17,167-crore outer harbour project in Thoothukudi. The plan pairs new harbour works with fresh container infrastructure. Each part follows a different financing model.
VOC Port in Thoothukudi has cleared a key hurdle for its next expansion. The Cabinet Committee on Economic Affairs has approved its Outer Harbour Project. The harbour project carries a total cost of ₹17,167 crore.
Approval marks the start of a process, not its completion. The investment is split into two distinct parts. One builds the harbour itself. The other adds container-handling capacity within it.
One project, two components
Harbour infrastructure accounts for ₹11,733 crore of the total. Container terminals, covering phases I and II, account for ₹5,434 crore.
Both sums sit within the ₹17,167-crore figure. Neither is an additional investment on top of it.
The split reflects how ports are built. Harbour works create the basic maritime space a port needs. Terminals turn that space into cargo-handling capacity. V.O. Chidambaranar Port is developing both together.
Two financing models
The more notable feature is the financing structure. The harbour infrastructure will follow the Hybrid Annuity Model. The container terminals will use a separate approach.
That model is Design-Build-Finance-Operate-Transfer, or DBFOT. Details such as operators and timelines were not part of the announcement.
Still, the choice is telling. It separates core harbour works from the commercial terminal business. Each part of the port gets its own development structure.
Containers shape the next phase
Container terminals are central to the port’s plans. The port authority says the project will create major new harbour infrastructure. It will also add container terminal capacity, the authority said.
Together, these lay the foundation for VOC Port’s next growth phase. New capacity, however, does not automatically bring new cargo. Volumes will depend on how trade develops once facilities are ready.
Thoothukudi’s wider role
The approval also strengthens Thoothukudi’s long-term role in India’s trade and connectivity. The Tamil Nadu port is building physical capacity for future growth.
The cabinet panel’s nod gives that effort a defined budget and structure. The harder task now is turning approval into working harbour infrastructure.
