Industry Odisha Bureau, Jul 31: India is quietly reshaping its renewable fuel strategy by turning surplus government rice into a cornerstone of its ethanol expansion a shift that signals how the country is broadening its approach to managing agricultural commodity cycles while advancing energy independence.
The acceleration is striking. Government grain stocks supplied to ethanol distilleries reached 4.4 million tonnes in the first four months of the current supply year, nearly 40 percent higher than the prior year’s total. Maize, which dominated feedstock supplies as recently as two years ago, now plays a secondary role as procurement mandates increasingly channel surplus rice from the Food Corporation of India toward energy production.
The policy pivot reflects a fundamental calculation: India’s original ethanol strategy, built almost entirely on sugarcane-based production, hit an inherent ceiling. Sugarcane can only supply roughly 3.5 billion liters of ethanol annually, constrained by the crop’s five-month crushing season, geographic concentration in a handful of states, and the inherent competition between sugar and ethanol production from the same feedstock. As India sought to more than double ethanol blending in petrol from approximately 10 percent six years ago to 20 percent today agricultural alternatives became unavoidable.
Grain-based distilleries offered a practical solution. Rice and maize can be stored year-round, transported efficiently across longer distances, and processed continuously rather than seasonally. Yet industry economics alone did not drive the recent surge in rice utilization. A mandatory procurement requirement introduced this supply year forcing grain-based ethanol suppliers to source at least 40 percent of their biofuel from FCI stocks effectively made surplus government rice a structural component of the supply chain.
The intervention directly altered commodity flows. Allocations for FCI rice jumped from 5.2 million tonnes in the prior year to 7.2 million tonnes, with the pace of actual liftoff exceeding expectations. Simultaneously, maize demand for ethanol contracted sharply as distilleries balanced profitability concerns against regulatory compliance. Damaged and broken rice previously diverted to ethanol during grain surplus periods virtually disappeared from the feedstock mix as quality material became the preferred input.
Government officials have consistently asserted that only truly surplus rice, remaining after obligations under the National Food Security Act and buffer stock requirements are met, enters the ethanol pathway. Recent procurement data appear to support the position. Rice stockpiles have grown substantially as harvests have improved, reaching 56.2 million tonnes in the current season compared with 52.5 million tonnes three years earlier.
The strategy reflects India’s larger energy calculus: deploying underutilized agricultural capacity to reduce oil import dependence while maintaining domestic food security safeguards. As the biofuel sector matures, the architecture suggests a pathway for managing future grain surpluses through policy-driven demand rather than relying on volatile global commodity markets alone.
