Industry Odisha Bureau, Sep 28: The release of fund to Odisha under various Centrally Sponsored Schemes (CSS) is on decline trend during last three financial years, according to data provided by Chief Minister Mohan Charan Majhi in state Assembly on Monday.
The central grants under CSS has been deceased from Rs 15,685.09 crore in 2023-24 to Rs 9,981.01 crore in the last financial year, Majhi said.
In a written reply to a question of MLA Ramesh Chandra Behera, the Chief Minister said the Union government had released Rs 15,685.09 crore to the state under CSS against the budget estimation of Rs 20,663.32 crore during the financial year 2023-24.
The grant again fell down to Rs 11384.60 crore in 2024-25 while the government was expecting a fund of Rs 25,564.39 crore under the CSS.
Similarly, the fund flow further went down to Rs 9981.01 crore during the fiscal 2025-26 against the estimated budget allocation of Rs 29,101.44 crore.
For the fiscal 2026-27, the state government had made a budget estimation of Rs 31527.29 crore under the CSS. However, the state has received Rs 3479.49 crore up to 17th September 2026 under CSS, the CM informed.
The Central government makes scheme-wise budget estimates for various schemes administered by the concerned Ministries/Departments of Government of India under CSS, he stated.
Since State-wise allocation under different schemes is generally not indicated in the Union Budget, the State Government makes budgetary estimates of Central receipts based on available information and past receipts.
There is no fixed timeline indicated by Central Government for release of Central assistance under CSS during a financial year, Majhi said.
However, he said, the state government continuously pursues the matter for early release of Central funds. The concerned Administrative Departments regularly pursue the concerned Ministries/Departments of Government of India.
The matter is also pursued at the Government level, including through the Office of Chief Resident Commissioner, New Delhi, for expediting release of the Central share under various CSS, he added.
After release of funds from the Centre under various Centrally Sponsored Schemes, the State Government releases the prescribed matching state share along with the Central share received from the Government of India, in accordance with the scheme guidelines and the approved funding pattern.
