Industry Odisha Bureau, Jul 17: Even though concerted efforts are reportedly on by the Government of India (GoI) to revise salaries, pensions and allowances for nearly 1.1 crore central government employees and pensioners under the formally constituted 8th Pay Commission, the fitment factors for estimating the House Rent Allowance (HRA) meant for the Level 14-16 employees have not yet been finalised.
It has reportedly been said that, “The calculation for the House Rent Allowance (HRA) is based on the percentage of an employee’s revised basic pay, and also varies depending on the employee’s place of posting, such as 27% of the basic pay for an employee posted in X category city, 18% of the basic pay for an employee posted in Y category city, and 9% of the basic pay for an employee posted in the Z category city. To sum up, employees posted in metro cities receive a higher HRA than those posted in smaller cities.”
Reportedly, “The Central Government employees, such as Senior Grade-A officers, Joint Secretaries and Major Generals with basic pay of Rs 1,44,200 come under the Level- 14, while Additional Secretaries and Lieutenant Generals (HAG Scale) with basic pay of Rs 1,82,600 come under the Level-15, and Secretaries to the Government of India, Director General-level officers with basic pay of Rs 2,05,400 come under Level-16.”
Media reports said that, “Constituted on November 3, 2025 by the Government of India, the 8th Pay Commission has been asked to submit its recommendations after consulting stakeholders, employee unions and pension bodies within a mandate of 18 months. The actual increase in the salaries, pensions and HRA depends on the fitment factors recommended by the Commission and the final seal of approval accorded to the recommendations by the Government of India.”
