Bhubaneswar, Sep 10: After a prolonged wait of over 35 years, the ordeal faced by beneficiaries of the K-7 Plotted Development Scheme has finally come to an end. Long-standing discrepancies in the land records of the beneficiaries have been resolved, bringing significant relief to the affected plot holders. Following the prompt and people-centric intervention of Shri Satyabrata Sahu, Member, Board of Revenue, more than 200 cases relating to K-7 have been disposed of. The Tahasildar, Bhubaneswar, has also been directed to make necessary corrections in the current Record of Rights (RoR) in the names of the actual allottees.
In 1991, the Bhubaneswar Development Authority (BDA) had allotted plots to several individuals under the Kalinga Nagar K-7 Plotted Development Scheme. Following the allotment, the beneficiaries were assured of their respective plots. However, discrepancies that subsequently surfaced in the revenue records became the cause of a prolonged problem lasting over three decades.
During the final settlement operation in 2013-14, different areas of land in the RoRs of the allotted plots were recorded in the names of the General Administration Department, Government of Odisha & others. As a result, beneficiaries who had lawfully received plots from BDA had to make repeated visits to various government offices for years in order to obtain RoRs in their own names, causing them considerable financial and mental hardship.
To facilitate expeditious resolution of the cases, and pursuant to the directions of the Hon’ble Member, Board of Revenue, priority was accorded to the consolidated hearing of more than 200 K-7-related cases. A joint team comprising officials of BDA, the General Administration Department & the Revenue & Disaster Management Department was constituted to undertake joint field verification.
The team conducted on-site verification on a priority basis and identified the actual extent and location of land in accordance with the original allotments. The discrepancies between the area recorded in the revenue records and the actual position on the ground were examined ; following which a detailed report was submitted before the Hon’ble Member, Board of Revenue.
Based on the joint enquiry report and the relevant documents , the Hon’ble Member, Board of Revenue, disposed of more than 200 cases relating to the K-7 Plotted Development Scheme on September 10, 2026.
In the final orders, the Tahasildar, Bhubaneswar, has been directed to carry out the necessary corrections in the area and ownership particulars of the concerned land as per the original allotments and to prepare the current RoRs in the names of the beneficiaries within two months.
The decision is not merely a disposal of cases for the beneficiaries of K-7, but marks a historic step towards ending their 35-year-long wait, repeated visits to government offices, difficulties and mental distress. With the correction of the land records and issuance of RoRs in their names, the allotted plot holders will be able to access various government services and benefits associated with their land without facing the difficulties encountered earlier.
The prioritisation of a decades-old land-related issue affecting citizens, the expeditious disposal of a large number of cases and the prescribing of a definite timeline for correction of land records mark a significant step towards people-centric and citizen-centric revenue administration. The initiative is being viewed as a notable example of responsive and accountable public administration.
Following this initiative, BDA has also initiated steps towards resolving similar land record issues faced by beneficiaries of the K-8 Plotted Development Scheme. The development has generated renewed hope among the beneficiaries of K-8 as well, following the resolution of the long-pending issues concerning K-7.
