Industry Odisha Bureau, March 27: The proposal submitted by Odisha for development of a mega textile park in Ganjam district under the Pradhan Mantri Mega Integrated Textile Region and Apparel (PM MITRA) scheme has not been considered by the Centre. This was informed by Union Textiles Minister Giriraj Singh in the Upper House of Parliament recently.
While replying to a question of BJD MP Niranjan Bishi, the Union Minister informed that, “With the aim to develop large scale and integrated world class industrial facilities, the Government has approved setting up of 7 mega textile parks under PM Mega Integrated Textile Regions & Apparel Park (PM MITRA) Scheme in the shape of integrated mega textile parks. All States were invited to send their proposals for setting up parks under the scheme. In response, 18 proposals were received from 13 States including one from Government of Odisha for setting up a park under the scheme in Ganjam district,” he said.
“After evaluating all the proposals that were received through a transparent challenge matrix, the Government finalized 7 sites at Tamil Nadu (Virudhnagar), Telangana (Warangal), Gujarat (Navasari), Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Uttar Pradesh (Lucknow) and Maharashtra (Amravati),” Singh said.
With a view to increasing investments, generating employment opportunities and boosting exports in the textile sector, the Textiles Ministry is implementing the Scheme for Integrated Textile Park (SITP) to provide support for setting up textile parks with world-class, state-of-the-art infrastructure in textile hubs across the country.
The scheme was in implementation upto 31.03.2021; however, the Scheme has now been subsumed under the umbrella Scheme of Textile Cluster Development Scheme (TCDS) for completing ongoing projects only. No proposal to set up an integrated textile park in Odisha under the SITP scheme is currently pending with the Ministry, he further informed.
However, in the Union Budget 2026-27, an announcement was made regarding setting up of Mega Textile Parks in challenge mode, Singh stated.
In order to ensure early sanction and quick implementation of the Scheme, he said the Ministry has initiated a process of stakeholder consultation with State Governments and other stakeholders.
It has also constituted a Joint Working Group to discuss eligibility criteria, selection process and evaluation parameters.
The Odisha Industrial Infrastructure Development Corporation (IDCO) has acquired Government land measuring 88.50 acres at village Golamunda under Golamunda Tahasil for a MSME park where applicants having textile projects would also be considered for land allotment.
Further, infrastructure work is in progress for another IDCO led MSME Park in Kesinga (Kurlupada) over an area of 47.69 acres.
In addition, the union Minister said, for promotion of textile sector in the state, the Government of Odisha has also formulated the “Odisha Apparel Policy–2016 (OAP-2016)” in 2016 and the “Odisha Apparel and Technical Textiles Policy–2022 (OATTP-2022)” in 2022, which aims to attract new investments and accelerate the growth of the textile sector in the State, which will help reduce unemployment, distress migration, and also promote reverse migration in Western Odisha.
