Industry Odisha Bureau, April 1: Odisha Governor Hari Babu Kambhampati has rolled out the self-enumeration facility for Census 2027 here on Wednesday. The Governor completed his self-enumeration online and urged all to do the same to ensure every household is counted in the Census.
“On the commencement of Census 2027, I extend my greetings to the people of Odisha. As the first citizen of Odisha, I have fulfilled my duty by completing my self-enumeration and I urge each one of you to do the same,” the governor said in a video message.
Census, an important national exercise, forms the foundation for planning and development, he said. “Therefore, your participation in the house listing phase will ensure that every household is counted and represented. Let’s all come together to make this Census accurate, inclusive and successful,” he said.
Prior to the household data collection, a provision for self-enumeration is now available online from April 1 to midnight of April 15, 2026. Through the Self-Enumeration Portal (SE), citizens can submit their own information.
This will be the first digital Census and for the first time, there is a provision for self-enumeration in the Indian Census. The data submitted through self-enumeration will be verified again by enumerators during field visit.
The first phase of the Census-House listing Operations (HLO) will commence across all 30 districts of Odisha from April 16 and continue till May 15, Director of Census Operations in Odisha, Nikhil Pavan Kalyan, said here on Wednesday.
Kalyan said over 1 lakh trained enumerators and 17,282 supervisors will visit households and collect data during the one-month period.
They will ask 33 questions prepared by the Ministry of Home Affairs to the head of each household including residential, non-residential, jails, malls, etc, he said.
“The persons, whether from Odisha or other states, if residing in any place in Odisha, will be enumerated during the Census exercise,” Kalyan said, adding, “Not a single household will be left out during the Census.”
The house listing operations will be conducted through field visits using a mobile application.
Renowned sand artist and Padma Shri awardee Sudarshan Pattnaik has given his consent to be the brand ambassador for the promotion and outreach of this Census program.
The district collectors and municipal commissioners are serving as principal Census officers, while additional district magistrates (ADMs) are functioning as district Census officers.
Additionally, under the supervision of the district collectors, the executive officers of each urban local bodies and tahsildars of tehsils have been nominated as charge officers, he informed.
The Revenue and Disaster Management Department of Odisha is functioning as the nodal department for this programme. Primary school teachers from the state’s School and Mass Education Department will be appointed as enumerators, while high school teachers will serve as supervisors.
The second phase or the primary population enumeration phase, will be carried out from February 9 to February 28, 2027.
