In a major boost to the state’s industrial sector, Odisha has been ranked among the Top Five States in the country in the Investment Friendliness Index (IFI) 2026 released by NITI Aayog recently. The state has secured the top five position nationally, placing it alongside Gujarat, Maharashtra, Tamil Nadu and Goa in the category of “Top Performers.” The report identifies these five states as leaders in encouraging a conducive environment for investments.
The ranking reflects growing investor confidence in the state’s policy environment, abundant natural resources, improving infrastructure and political stability.
Over the past few years, Odisha has emerged as one of India’s fastest-growing investment destinations. In 2022, at the Make in Odisha Conclave, the state attracted 378 investment intents worth ₹10.5 lakh crore, with the potential to create 10.3 lakh jobs. Similarly, in 2025, the Utkarsh Odisha summit secured investment commitments of over ₹2 lakh crore, while the government laid the foundation for 84 industrial projects expected to generate 1.64 lakh jobs. The surge continued in 2025-26 as the state approved dozens of projects across semiconductors, green energy, steel, textiles, IT, food processing and chemicals, including 10 mega projects worth ₹44,241 crore in February 2026.
What it means for the industry
Major boost for manufacturing sector
The move will accelerate higher investments in steel, aluminium, chemicals, textiles, electronics, food processing, renewable energy and advanced manufacturing, expanding Odisha’s industrial base.
Stronger MSME Ecosystem
Large industries will create demand for ancillary units in engineering, fabrication, logistics, packaging, maintenance and industrial services, boosting MSMEs.
More Jobs, Better Skills
New projects will generate thousands of direct and indirect jobs while driving demand for a skilled workforce and strengthening technical education.
Higher Value Addition
Investments can shift Odisha from exporting raw minerals to producing value-added products, increasing industrial output and exports.
Better Infrastructure
Industrial growth will spur investment in ports, roads, railways, power, industrial parks and logistics, improving overall competitiveness.
Higher State Revenues
Greater industrial activity will increase GST collections, royalties, electricity duty and other revenues, enabling higher public investment in social and physical infrastructure.
Integration into Global Supply Chains
Investments in sectors such as semiconductors, EVs, green hydrogen and electronics can position Odisha as a key player in global manufacturing networks.
Why Odisha’s Top 5 Ranking Matters for Investors
Signals policy stability: A top five ranking reassures investors that Odisha offers a predictable, industry-friendly policy environment with faster approvals and governance.
Lower project risk: Recognition by NITI Aayog enhances investor confidence, reducing perceived regulatory and execution risks.
World-class resource advantage: Odisha offers ready access to iron ore, coal, chromite, bauxite and other critical minerals, lowering input and logistics costs for manufacturers.
Growing industrial ecosystem: The presence of steel, aluminium, chemicals, renewable energy and emerging sectors creates opportunities for suppliers, ancillary units and new businesses.
Gateway to eastern India and exports: Strategic ports such as Paradip and Dhamra provide efficient access to domestic and international markets.
Future-ready sectors: Odisha is attracting investments in semiconductors, EVs, green hydrogen, data centres and advanced manufacturing, offering opportunities in sunrise industries.
Higher returns through first-mover advantage: As an emerging manufacturing hub, Odisha offers investors the opportunity to establish an early presence in sectors poised for rapid growth.
Road Ahead
To sustain investor confidence, Odisha must ensure that investment proposals quickly translate into projects on the ground. Faster land acquisition, time-bound clearances, robust infrastructure, reliable power supply and a skilled workforce will be crucial. The state should also deepen support for MSMEs, so they become part of industrial supply chains, while promoting greater value addition instead of exporting raw minerals. Equally important is balancing industrial growth with environmental sustainability and community welfare. If these priorities are addressed, Odisha can transform its top five investment ranking into long-term industrial leadership and inclusive economic growth.
