Industry Odisha Bureau, March 29: The proposed Bhubaneswar–Cuttack–Puri–Paradeep Economic Region (BCPPER) would promote integrated, inclusive and sustainable economic growth of Odisha, officials said.
Economic Plan for Bhubaneswar–Cuttack–Puri–Paradeep Economic Region (BCPPER) has been prepared as a strategic regional planning framework under the NITI Aayog Growth Hub initiative and Odisha Vision 2047.
It aims at integrated, inclusive and sustainable economic growth through convergence of infrastructure, sectoral development and governance reforms, the officials said.
The Plan envisages transformation of the region into a major economic growth hub with a target of becoming a US$ 500 billion economy by 2047. It adopts a convergence model through 90 identified projects, development zones, and policy reforms aligned across departments, they said.
The proposed Plan also provides a framework of sector-wise projects and enabling policies to be implemented through convergence of existing schemes, PPP models and institutional mechanisms.
Projects have been spatially distributed across Khordha, Cuttack, Puri and Jagatsinghpur, with indicative locations identified for key interventions.
Further, the BCPPER proposes coordinated implementation through a three-tier governance structure comprising an Empowered Group of Ministers, High Power Steering Committee, and a proposed Economic Region Development Authority (ERDA) for regional coordination with line departments and districts.
Socio-economic, environmental and sustainability considerations have been integrated through sectoral planning, climate resilience measures, and emphasis on sustainable and inclusive growth.
However, detailed project-level impact assessments such as EIA, traffic and social impact studies are to be undertaken at the DPR stage as per applicable norms, the officers informed.
Institutional mechanisms for monitoring and convergence include ERDA supported by Project Management Units, Integrated Command and Control Centres, PPP frameworks and periodic review systems to ensure coordinated implementation and balanced regional development outcomes.
Overally, the BCPPER Economic Plan serves as a guiding framework for coordinated regional development through convergence, institutional strengthening and sustainable growth strategies, they added.
