Industry Odisha Bureau, Sep 09: Odisha opened its UAE investment mission with a flurry of high-value agreements. Chief Minister Mohan Charan Majhi led delegations across multiple roundtables on day one. The visit runs from September 8 to 12, 2026.
IHC-Adani Partnership Expands
Talks began with International Holding Company’s business verticals and group firms. IHC CEO Syed Basar Shueb and Adani Ports’ Karan Adani attended the roundtable. Adani Green’s Sagar Adani also joined the discussions. Adani Group remains the joint venture partner for Odisha’s integrated aluminium project.
Senior executives from IHC’s global portfolio companies were present too. These included leaders from International Resources Holding, 2PointZero Group, and Burjeel Holdings. NMDC Group, Al Seer Marine, and Sirius International Holding were also represented.
Discussions advanced site selection for the aluminium project. Land has been proposed in Rayagada’s Kalyansinghpur Tahsil for the refinery. The smelter site is proposed in Sundargarh’s Sadar Sundargarh Tahsil.
The centrepiece was an MoU covering 14 new projects. The Odisha government signed it jointly with IHC and Adani Group. It carries an indicative investment of ₹2,10,500 crore. Officials project employment potential for nearly 8.68 lakh people.
The proposed projects span metal downstream and critical minerals sectors. Slurry pipelines, petrochemicals, and renewable energy equipment also feature. Healthcare, industrial infrastructure, tourism, and sports infrastructure round out the portfolio.
New Trade Framework With UAE Business Group
The Chief Minister also met the Indian Business and Professional Group. IBPG President Rajiv Shah and General Secretary Varun Wahi were present. A Memorandum of Cooperation was signed to boost bilateral trade.
The agreement targets higher exports of Odisha’s turmeric, ginger, and seafood. It also aims to encourage contract manufacturing for UAE brands. Facilitating skilled manpower opportunities was another key focus area.
Odisha entrepreneurs joined the interaction to explore new market linkages. The engagement is expected to deepen commercial ties between both sides.
Borouge Invited for Petrochemicals Complex
The Chief Minister met Borouge’s petrochemicals CEO, Hazeem Sultan Al Suwaidi. Odisha invited the company to explore a downstream chemicals complex. Potential feedstock could come from IOCL’s proposed Paradip naphtha cracker.
Borouge makes polyethylene and polypropylene for diverse global industries. The company reported revenue of $5.85 billion for calendar year 2025. The move aims to boost Odisha’s petrochemical value chain.
Investment Funds Explore Infrastructure Opportunities
A separate roundtable brought together UAE-based investment institutions. The Chief Minister presented public-private partnership projects available in Odisha. Discussions covered infrastructure evaluation and long-term investment partnerships.
Representatives from IFC, IRH Global Trending, and Elliptic FZ attended. The engagement strengthens Odisha’s outreach to global institutional investors.
Odisha’s opening day in the UAE built strong investment momentum. Officials expect stronger employm of ent generation and wider market access ahead. The outreach advances the state’s Samruddha Odisha vision.
